The Plague-bearer sewers serve as a haven and a hideout for the Brotherhood of the 9th Circle plaguebearer Brother Kanker, a Nosferatu member. It is there where Kanker hides the bodies of the people he butchers.
These sewers are very close to a decrepit part of Downtown where bums are living under a bridge. So, it is very easy for Kanker to infect homeless individuals such as Tin Can Bill.
